A seasoned real estate executive with over 25 years of experience in investment, development and construction, Chris oversees Terra Massa Capital’s new originations. As a co-founder of Terra Massa Capital, he also plays a key role in all aspects of the investment process. Chris’s executive experience is grounded in real estate construction and development, but also extends to other industries, including renewable energy and agriculture.

Anthony is a co-founder of Terra Massa Capital and serves as the Director of Operations, bringing more than 20 years of real estate experience to the team. Prior to Terra Massa Capital, Anthony co-founded Blue Rock Partners with Fred Noa, a Honolulu-based real estate advisory firm, which advised over $1.5 billion in transactions. Anthony is a member of the investment committee and is involved throughout the investment process.

Rafael is a co-founder and Director of Investor Relations at Terra Massa Capital. Rafael is an experienced entrepreneur, consultant, business development executive, and sales executive with over 14 years of experience in high-growth start-ups. A member of the Terra Massa Capital investment committee, Rafael is involved throughout the investment process.

Stephen Flaherty – Director of Finance, Partner - Stephen joined Terra Massa Capital in 2022. He has primary responsibility for Terra Massa’s fund raising and financial affairs. Stephen has 30 plus years of accounting, legal and financial experience. Prior to joining Terra Massa Capital, Mr. Flaherty was a Director with the municipal finance department of RBC Capital Markets for 16 years. He served as the head of the firm’s Mid-Atlantic practice for his final 3 years with the firm. Over his career he has been involved in over $4 billion of financing transactions. Stephen is a member of the investment committee and is involved throughout the investment process.

Fred is a co-founder and Director of Investor Relations, and he brings more than 30 years of real estate experience to the Terra Massa Capital team. Stevan has more than 35 years of experience practicing law, and is a leading authority on construction, corporate, and hospitality issues. He has represented companies involved in virtually all aspects of the construction industry including owners, developers, contractors, design professionals, subcontractors, sureties, insurers and investors, across transaction types. Stevan has also spent the past 25 years as a real estate developer and a hotel owner, builder, and operator. He brings a unique set of experiences in the real estate business and his legal acumen to the Terra Massa Capital partnership and is a member of the investment committee.

Todd has been exclusively working in the Hawaii Commercial Real Estate industry since graduating from Hawaii Pacific University in 1990. His primary focus since joining the industry has been in the Retail sector. He has worked for independent and international third-party service providers in addition to 19 years with a prominent family owned and operated company that developed more than 1 million square feet of ground up retail projects in Hawaii.
With over 30 years of experience in leasing and shopping center management throughout Hawai‘i, Todd possesses in-depth knowledge that allows him to understand landlord and tenant requirements, maximizing value for both.
He holds a Real Estate Broker’s license in the State of Hawai‘i and is a Senior Shopping Center Manager and Senior Leasing Specialist certified by the International Council of Shopping Centers. He graduated from Hawai‘i Pacific University and retired from the U.S. Navy as a Deep-Sea Diver after 20 years of Active and Reserve Duty.

This multi-family rental housing development is an affordable community environment for the Waianae Coast. The project was designed by Architects Hawaii, and was developed by Hawaiian Community Development Board, in partnership with Pacific Development Group and 3 Leaf.

Hale Makana O Mō’ili’ili will provide 105 affordable kupuna rental housing units to community of Mo’ili’ili in Honolulu. As rents continue to rise at alarming levels on the island of Oahu, all members of our community are under duress to find quality affordable housing.
Hale O Pi’ikea
Kīhei, Maui
We are in the preliminary stages of a 100% affordable multi-family rental housing project located on the southeast portion of the Kihei Downtown Project in Kihei, Maui.
Hale O Pi’ikea will involve the new construction of two four-story buildings, comprising of 90 one, two and three bedroom living units and providing affordable long-term rental housing for low-income Maui residents (60% AMI or less).
Medici Artist Lofts
Stockton, CA
The medico dental building has towered over Stockton, California for 90 years. It is a tribute to the city’s rich history. In 2020, DFA Development turned Stockton’s most iconic building into a sanctuary for artists and creative individuals.
Cottage Village Apartments
Manteca, CA
Cottage Village Senior Apartments is a senior development for low and very low-income senior residents. The project consists of forty (40) one-bedroom one-bath units and eight (8) two-bedroom one-bath units.
Victory Gardens
French Camp, CA
Victory Gardens is DFA’s first housing project for homeless veterans. DFA partnered with the Housing Authority County of San Joaquin to secure financing from State Veteran Housing and Homelessness Prevention (VHHP) funds and Low Income Housing Tax Credits.

Cal Weber 40 Commercial is the ground floor retail portion of a mixed-use building located in Stockton, CA. These buildings were in serviceable condition and were well suited for an adaptive re-use approach, which would facilitate the city’s long-term goal of revitalizing the downtown area.
